Does anyone know how to reduce a color photo to about four and clean it up so the lines are sharp and clear?

I have a color picture of dog that I want to reduce to about 4 colors with shades of black and brown. Then I want to clean up the photo to make the lines really clear (it is kind of fuzzy now).

Any ideas???

1. change to greyscale
2. change to duotone
3. select quadtone from dropdown and select colours
