You have a right to expect some guidance from either the printer, or the shop that is doing the prepress. After using the Custom CMYK options in Color Settings to specify the correct dot gain, total ink, and black generation, or assigning an appropriate CMYK profile, convert your document to CMYK mode.
The printer may be able to provide a dot gain and total ink limit numbers. If no such numbers are available you can arrive at a good approximation depending on the stock, whether glossy or newsprint, etc. Absent any information about press conditions, the Euroscale or ISO CMYK profiles provided with Photoshop are useful approximations. It is unusual for the printer to be in a position to provide you with a profile for a particular press.
If your work has line art you must use trap to prevent color fringing. Type must be separated to the black plate only. Generally you will save the image in TIFF format.
Probably the best book on this subject is Professional Photoshop by Dan Margulis. It has guidelines for various printing conditions, and a wealth of information and examples. The Pocket Pal from International Paper is an inexpensive guide to terminology, printing processes, and basic procedures.
