reduce effects proportionally with image

When reducing the overall size of layers the effects (drop shadow, stroke, etc.) don’t reduce proportionally with the image – so a thin stroke becomes a very thick stroke, a light shadow becomes a big shadow. How can I make the effects reduce along with the image? (PSCS2)

What version of Photoshop?

There is a Scale Effects in the menu that appears when you right-click on a layer with effects. or under Layer > Layer Style > Scale Effects. Location varies with version

Interesting, but it seems to only work in percentages……

And only on individual layers not the whole image (with multiple layers & effects)
How about if I just take say a 8.75in wide image then found I needed to make it 4.71in. I would have to do the math on the percentage. Not a huge deal but it would be nice to have PS calculate the percentages itself and scale the effects automatically (If "scale effects" is selected for the image)
