Hi, is there any way in photoshop to trim say the outside 3% of a picture?

I’m not sure if this is what you mean, but you can choose ‘Canvas Size’ and then 97% Width and 97% Height.

Or image size !!
And change the dimensions to percent!!!

No, ‘Image Size’ will resize the image, not crop it. ‘Canvas Size’ is the one you need to use.
