I’m not sure if this is what you mean, but you can choose ‘Canvas Size’ and then 97% Width and 97% Height.

And change the dimensions to percent!!!
No, ‘Image Size’ will resize the image, not crop it. ‘Canvas Size’ is the one you need to use.

Image Size does not crop an image. It shrinks the whole image.
The original poster wants to cut off the outer 3% of the pixels, not resample the image.
