I cant edit the layers?

I am new to Photoshop and i am trying to make a football helmet for the background of my friends computer. I cannot figure out the how to work with the layers , can anyone lend some assistance?

Do you have layers in the file? If not, you will need to create layers through the layer palette. Once you have layers, select the layer you wish to work on, and things should start happening.
