Outlining image

I want to print out a picture package of a business card and I need an outline of the card to use as guides for cutting the cards from an 8.5×11 sheet of paper. For the life of me, I can’t seem to stroke the outline on the image, nor draw lines or a rectangle around my card. How is this done?

Make sure it’s 8 bit rather than 16 bit mode.

Alt-double click on the card in the layers palette to make it a layer rather than Background. Go to Image>Canvas Size and increase the height and width by 2 pixels each. Choose the color you want your outline to be. Ctrl-click on it in the palette to select it and go to Edit>Stroke Outside 1 pixel.
