Hi,That "outline" is a Path. It’s not really there (print it and see).
I use Circle tool to draw a circle. The outline of it is very thin. How can I make it thicker…

One way to add an outline is to double-click in the Layer to get the Layer Styles dialog where you can set a stroke of any color and width, inside, outside or centered, and other options as well.
Give yourself some quality time with the manual or Help files.
