I’m trying to use elliptical marquee tool to do the circle shape but I can’ get the soft edge and how to put them together.

select with the circle marquee tool. then go into the selection menu and set the feather option to a few px. then copy and paste. the pasted result will have the soft (feathered) edges.

alternately, select the circle image w/o the feathering and paste into the new document (creates a new layer). then crtl-click the newly added layer, and click the "add layer mask" icon in the layers palette. now with the new mask selected in the layers palette, use filter gaussian blur to add "feathering" dynamically. When you get close to what you want, use image> adjustments> levels (while the mask is still active in the layers palette) to tighten or loosen the feather effect. … i prefer this method, as it’s more interactive allowing you to see the effect of the feathering as you’re doing it.
