I think you mean Color Halftone.

Or you can draw one dot, select a rectangle around it, choose Edit->Define Pattern, and then use that pattern to fill a selection. Or you could define a custom brush to paint dots over your image.

Then use Edit->Transform->Perspective to change the sizes of the dots, and add a layer with a color gradient.

This was meant for original poster … but I’m not sure how to get to the original post, if I’ve deleted all messages …

You can also do this effect in Illustrator:

Filters> Pen & Ink> Hatch Effects> in the ‘hatch effect’ drop down menu select> Dashed Lines and in the ‘hatch’ drop down menu select> Dots. You can also select> Vertical Lines for a different effect. (square).

You’ll have to adjust the: Density – Thickness – Scale, etc… to the look you like. Be sure and have the "Preview" box selected, so you can see what it’s gonna look like before you say OK.

One last thing: If you want to keep the background color you have, and have the dots black … you would select the: "Keep object’s fill color" box on top. If you want to have a white background and have the dots the color you’ve chosen select the: "Match object’s color" box on top.
