How do I take this pattern and fill the white area with it seamlessly, evenly? http://pw1.netcom.com/~starmaker/HowDoi/HowDoi.html

Do you mean fill th ewhite area but leave the black lines in-tact? No problem.
Open the image in Photoshop.
Click on Image>Adjustments>Replace Colour.
In the selection part of the window, choose the background colour. In the replacement part of the window, choose the colour you want to change it to.
Go back to the selection part again and play with the fuzziness slider until all the white flashes around the shape are gone.
Click okay.
Job done.

Aaah, I see. Sorry, I misunderstood.
Well, the first thing thst springs to mind would be the clone tool. Or you could copy and paste chunks of the pattern onto the white area. But I think you’re going to experience problems no-matter which approach you try, as the cross-hatching is not very even, and the crossing varies in tightness from the top to the bottom.
