You maybe stopped photoshop uncorrectly.
It is good to alwasy save a new action to an atn file to avoid such problems. Since you restarted, I think that the action is lost forever. Double check in this reference guide about actions: <http://www.atncentral.com/installing.htm>

In addition to Pierre’s comments, there is a FAQ that shows how to back up the Actions Palette.

Photoshop saves the contents of the Actions Palette on closing, and backing up this PSP file is what I do every time I make a change to it. Unless you’ve saved the new actions as a part of a set as an ATN file, then if photoshop closes unexpectedly, you will lose new actions for that session.

To further elaborate on Tony and Pierre’s right-on responses…

re: Photoshop saves the contents of the Actions Palette on closing

Qualifier: closing NORMALLY by any of the following means: * File > Exit
* Clicking the "X" at the top/right of the PS window * Right-click on the PS button in the Windows system tray and chosing "Close" * Alt + F4 or Cmd + Q when PS is the active window

"You maybe stopped photoshop uncorrectly" = any of the following. In these cases changes (new actions, modified actions) since the last time PS came up will be lost:
* Killing Photoshop through Task Manager just to end it or if it’s hung up * If Windows gets twisted and you have to reboot Windows * If your computer lost power

The suggestions to create a backup .atn file for new actions is a good one.

You are right, I missed the Action Pallette.pst when I had to shut down the computer after the computer got twisted.
I hope Adobe will implement a automatic backup option on later versions (like Word). Thaks for all the good advise.
