You’re close. I believe these minor changes will get you moving: * Open any non-PSD test image.
* In the current action click on (highlight) the Save As… command (that converts the file to .psd format).
* Click RECORD (round button at bottom of Actions Palette) * Then choose Save As… from the File menu …DO NOT change the value in the File Name box ….DO specify any folder or desktop. Makes no difference which one. ….Specify .psd as the new format. If you get a dialog that says something like "Must use Save as copy," that’s OK.
….OK to record the command.
* STOP recording
* Then, delete the prevous (old) Save as… command from the action (drag it over the Trash icon at the bottom of the Actions Palette).

Prep
* Select files via File Browser

Process:
* Engage Batch from the File Browser
* Play (action set, action name)
* Source: File Browser
* Destination: Folder, choose (browse to desired folder) * Override Action ‘Save as’ commands = on. This preserves the Destination folder and will suppress a dialog that will most likely come up.

That ought to do it.
