Eliminating background

Before I try Photo shop, I need to know if the background of a picture can be easily eliminated. That is; erased, made transparent, or whatever.
If so, what is the basic procedure?
I have Paint Shop Pro and it is very tedius and time consuming to erase the background.

As with any pixel editing program, the technique is to select what you want to keep (or what you want to discard) and delete the parts you don’t want.

Selection skills are the key; the better you get at it, the faster it goes. Photoshop has quite a range of selection tools, each of which excels with certain types of images. For complex selections, you’ll use several of them. Quick mask mode is certainly one of the most versatile, as you "paint" away parts you don’t want, but can paint them right back if you goof.

Don’t expect one-click magic on most images of course; no program can offer that.
