Setting up image size properly to print

I’m a bit rusty here so looking for some tips.

I have a 35mm images scanned and it is
pixels of width 3507 and height of 5320.
document size width .877 and height 1.33 inches and resolution. 4000.

I could keep all the boxes checked and first make resolution 200 and make height 9 inches. That makes the image in pixels 1187 x 1800.

Or do I uncheck resample image and make the height 9 inches? that makes the pixels at 3507 x 5320, which is better, correct? But the resolution then goes to 591, and to print to ink jet you only need 200 or so, and the higher resolution number is bad, no, because it is wasteful.

Is there one correct, proper way to do this? or do some people do one and others do the other?
