Need a good Photoshop artist for project

I need someone who can begin with a photograph I supply (no pornography) and make modifications so that the subject looks significantly younger. This is for a court case I am working on, and I am trying to show that an adult picture with digital manipulation (using Photoshop or some similar program) can be converted into a child picture (that looks quite like a photo and not a drawing).

Heck, I’d be willing to try it just for the challenge.
There was a television show on recently(Law and Order, I believe) that focussed on the child porn industry and made the statement that the programs used for aging children for those missing children ads could be reverse engineered to make them appear younger to appeal to the pedophiles.
I don’t know if that is true, but there are certainly common feature changes in most as we age. To go back,….eyes are proportionately larger, face is rounder, nose less prominent. All of which could be used to make a person appear more youthful.
I recently purchased Face Filter and would try to see what I can achieve using that as well as photoshop.
