How do i paste something(images) in an verctor mask? it always makes a new layer when i want to paste something

Why do you have to paste it INTO the vector mask? Can’t you just paste it above it in a new layer? Or why isn’t that an option?

With the information you have given it’s hard to tell why the normal behavior is bad.
