Tonight I was working on a logo in PS 7.0 with drop shadows. They looked perfect as psd files, but when saved as jpeg or bmp the shadow attributes were way off. I was resizing (making smaller)the final image prior to saving. Is that the problem? Is there an issue between the resampling ratios of the image vs the image attributes/effects?

There is……
if you scale an image down the effect won’t automatically csale down with it.
to do so click on your image, hit CTRL-T to adjust the size (remember to link the horizontal and vertical scale by clicking on the link button in between them)
remember the percentage (say 50%).
Then go to the selected layer, rightclick the effect button and a menu appears, choose >>scale effects<<, scale the effect by 50% and your image is ready to be exported.
Good luck
