Missing Borders on PDF File Opened in Photoshop 5.5

I am using Adobe PageMaker 6.5 to create a newsletter distributed via my Web site. Each page of the newsletter has a border around it.

After completing the newsletter I create a PDF file of it and open the PDF file in Adobe Photoshop 5.5 in order to save it as a Web page. The border exists in the PDF file but is not visible when the file is opened in Photoshop. It is also missing when the Photoshop image is saved as a Web page.

Any suggestions? It has worked consistantly well in the past. TIA
