No, since Tiff doesn’t support Duotone, you’re unlikely to get it to work.

You aren’t by chance using the multipart version of EPS, are you? If so, don’t.

What is the problem with placing jpegs
anyway?

Lossy compression is a very bad idea unless you like throwing away part of the image you worked hard to acquire in the first place. JPEG doesn’t agree with many imagesetters, especially on a piece of software as old as PageMaker. JPEG doesn’t support duotones, either, and most people even forget to convert them to CMYK, at least.
