I masked the first picture, now how do I add another picture as the background layer, so that it is included in the layers pallette box/

In Photoshop, open the picture you want to insert and drag it into the first file. Shift-dragging will automatically center it. Then you can drag the new layer, which will be created as soon as you drag it, to the bottom of your layers palette to make it the background.
CTRL+T will allow you resize it, but be sure to hold your SHFT key and resize by dragging only the by the corners to constrain proportion.
