Changing background size?

I don’t understand Photoshop but I’m fumbling through it. I need to send an article for publishing in a newspaper. I have it completed but the size is set up to take a full page when I need to get it down to 1/2 page (9-7/8 x 6-7/16 inches).

How do I change the size of this layout?
Is there a way to resize everything to scale as is?
Or will I have to resize every layer myself?

Choose Image/canvas then put in your size.
