I tried deleting the prefs, no dice. I uninstalled and reinstalled, no dice.
I did find a pattern, however. I got the error when trying to use basic tools (like the Brush) on a file from a previous version, probably Photoshop 7. It would start to draw a line, then crap out with the error and the first trace of the line would disappear.
So I tried copying and pasting to a new file. If I select the entire (single-layer) image with Ctrl-A, Select All, or by dragging a selection box across the whole thing, the pasted file exhibits the same problem. But if I lop off more than five pixels from the width of the image, the problem doesn’t occur.
Pretty baffling. Pretty pathetic.
