I have a file that’s 485×944 pixels, ‘Save for Web…’ created a 6k file.

If you used ‘Save’ or ‘Save as’ you might be getting a preview with the image, make sure you don’t have Preview checked.

if youre creating images only a few pixels wide and if they are for web pages then you should save them as gifs.

Do "Save For Web". And then fiddle with the output settings. That’ll drop your output significantly. Do to byte-size should you so choose.
