The fastest processor you can afford with as much ram as you can afford. At least two hard drives so the scratch drive can be placed separately. RAID is not an issue for Photoshop and if not done properly can cause massive data loss.
The most bang for the buck is still the Athlon XP3200 mated to 3200DDR memory; A type motherboard should have latest Nvidia BIOS. Near state of the art performance at close-out prices.
The best Wintel chip for the future is the fastest AMD64 you can afford: worth going into debt for. Socket 939 motherboard should have latest NVidia bios, including support for PCI express.
If you like Intel get no CPU slower than 3.2 ghz. Intel’s newest upper end chips with giant L2 caches may actually be fastest but you will pay alot for that 32 bit performance. MB should support PCI express.
Wait 6 months and see what the new dual core processors will be like: Photoshop should benefit from this change in the CPU design paradigm. This is what I am waiting to see . . . could send me back to Intel as they say they will be first to market these for the desktop (at their usual astronomic prices for new CPUs!).
