if you have another image of the subject taken at the same shoot (i.e. same lighting) –
you could copy an eye from that image and use it for the image at hand.
If this is not possible then you may be able to copy the good right eye, or parts of it, and flip it and then place on the left side. You would need both sides of the face to be fairly evenly lit to do this, or make lighting adjustments in Photoshop manually. Without actually seeing the image it is hard to tell you how to deal with a particular image. Techniques vary from image to image depending on what you have to work with and complexity, etc.
