Is there a way to set up so that when I select an item say the eye in am image that it magnifies to 200 percent. Right now it goes to like 400 or more percent and than I have to alt click my way down to 200 percent.

I think I know what you’re trying to do here. Let me know if I’m wrong. You’re taking the zoom tool, and using it to select a box. If thats the case, then that will zoom everything in that box to fit the canvas. If you just want to zoom into 200, click once on the area you want to zoom into.
