How to convert a logo into a low-res bitmap?

I have the logo of a company, and would like to place it in their telephone sets.

These are the instructions:

Can Photoshop do this? How?

Should I get some sort of cursor editor instead?

I also have IrfanView in my PC, if it helps…

use irfanview convert dropdown (file – Batch conversion – etc Or if you have the image open in irfanview, File – Save as – etc

convert using these parameters – as shown on the website: Idle images can be used on the IP-50X, IP-600 and IP-4000 models

IP430: 94 pixels wide by 23 pixels high
IP500: 112 pixels wide by 52 pixels high
IP600: 208 pixels wide by 110 pixels high
IP4000: 150 pixels wide by 33 pixels high

Files should be saved as BMP format: Windows, 4BPP (or 16 color), Uncompressed (No RLE). The IP500 and IP600 phones support 4 shades of gray and the IP4000 and IP430 supports only Black and White images, however for consistency you should still save the files as 4BPP/16 color.
