PS CS browser doesn’t create thumbnails in background

This worked until I re-organized my machine and re-installed PS CS. If I select the preference to create thumbnails in the background, PS does not do this. I get the Windows hourglass and cannot proceed until all the subdirectories have been processed. This worked before I re-installed. Any ideas?
