open file and save as error

All of a sudden when I try to open a file in photoshop,the open dialogue flashes for a second then disapperas,and PS is locked up.It is as if it is there waiting for me to select a file,but I cannot see it to do. I have tried deleting prefs and still the same.I have tried uninstallinf and reinstalling.I even tried winCS3 clean to nuke all install,but it still does same thing.
I can open afile into PS,using open with,and then can use PS ,however when I try to save ,or save as it does the samething.
It is as if it is there but not visible.I have tris all the other programs I have,and have no issues opening files in them,so suspect it is not a windows issue.
Would appreciate any suggestions anyone has.

Please describe exactly how you deleted preferences.

Your suspicion is correct. The Open and Save dialogs are there, but they are drawing off your screen. One cause of this happening is if you change your screen resolution.

Uninstalling and reinstalling Photoshop will not help, because when you uninstall Photoshop, your old preferences file stays behind. Running disk cleaner programs usually won’t help because they do not know where Photoshop puts its preferences files.

Resetting all preferences should do the trick. It sounds like you tried this, but you might not have done it correctly or completely. So how did you do it?

several times and ways,i deleted just the prefs file,then tried.Also tried deleting all the files in folder,but still does not work,. I also emptied recycle bin each time.

Photoshop has many preferences files. Some of them do not have the word "photoshop" in the name.

To reset all preferences, hold down the Alt, Ctrl, and Shift keys on your keyboard while you start Photoshop. You’ll see a dialog window asking if you’re sure you want to reset Photoshop. Say yes.

no,i was not using two monitors and had not changed res.I have tried changing resolution to try to find the window,but no use. I have not tried a second monitor,but will.
However i do not think will work,as the "missing" window does appear in correct place but instantly goes,would have thought if it was coming up "off screen" would not appear at all.

I have tried many things ,deleting prefs in various ways,different resolutions,system restore(which only managed to screw up 2 other programs,so had to reverse),I tried running in safe mode ,but PS won’t run in it i found.

I have had no helpful reply from adobe about this yet,I did get suggestion from another newsgroup to try running PS with the "regmon" utility running,however i have no idea what I’m looking at when viewing results.I posted results back to that newsgroup but have no reply.

So ended up doing clean insatall of windows,was about due anyway. been working fine for over a week.NOW IT IS BACK,same issue. working fine,editing some pics and suddenly wont open files. This time at least I can save files,well so far anyway.
