Clicking on Image takes me to Background layer?? Not Selected Layer??

So I just started to have an issue where I cannot isolate the layers – all that happens is when I click on a multiple layered image it goes to the background only then says "you cannot move that – that layer is locked"

Any ideas – this is super anoying as all I do is multiple layer images??

check that autoselect layer isn’t checked when you have (i think) the move tool active.
