Just make your selection, invert it and fill the newly selected background with the colour of your choice.

Make your selection, making sure what you want *only* is selected, Copy to clip board. Select File new custom. input the demensions you want for the new background. now edit/paste your selection. You now have a background layer that you can modify any way you wish AND your original selection is on its own layer in case you want to modify it.
