Problem with Filter Popup bar. Photoshop CS

I have a problem i cannot access the bars for neon glows and others due to that the setting resolution of my computer is 800 X 600 and it is too big i want to know if i can take it off and have it like 7.0 i have a screen shot here

No. You’ll need to change the screen resolution. 1024×768 is the minimum resolution.
