Where are the XMP files on your system? FWIW, I use keywords and on my home machine there are no XMP files (except a default template for RAW).
XMP data for PS is in the image file except when the XMP data cannot be stored in the image file, or when it is intentionally saved (File – File Info – Advanced – Save.)
I use a Macintosh. My Photoshop/Bridge keyword sets are stored in home/Library/Application Support/Adobe/XMP/Metadata Templates
These are obviously not the keywords of individual image files, but the keyword *SETS* you can save and recall in Photoshop from the fly-out menu in ‘File – File Info’. You can also use them from Bridge and some third party applications.
