That’s essentially what I’d suggest but with more steps:

Scan in grey scale.

Save as Tif

Open in PS and then check that all the horizontal and vertical lines are dead on accurate (or at least close). You’d be surprised at what a difference a 1.5 degree rotation can make. So drag some guides to horizontal and vertical lines and check if they’re straight.

If they are not straight, then use the measure tool to trace along one of the lines then use the rotate arbitrary command to straighten the image.

Now convert the image to a bitmap (i.e., this will get you a black and white drawing… note that the greyscale tif was required so that you could rotate the image).

Now I’d recommend that you place the image in Illustrator, and change the grid to something that mimics the scale of the floor plan.

But if you insist on using Photoshop then you can retouch the lines using the airbrush and when necessary the eraser. Hint, to draw a straight line with the airbrush is difficult so set the airbrush at the correct pixel dimention for the line width, drag a ruler guide to where you will be drawing the line and then drag the airbrush along the ruler guide. Not a elegant but *IF* you have a steady hand it can be done.

You might find it easier to add a layer and create all the new lines on it. You might find that using the pen tool and stroking the line to be easier. But then if you were going to do this much "retouching" then using the pen tool in Illustrator with the grid as described above would be a much better way to go.
