Photoshop not letting me crop

I don’t know if I have done something wrong in Photoshop or not but it will not let me crop when I select the tool. It only gives me the white hand. It does this on all the tools and nothing works. Any help is greatly appreciated

Hold down the ctrl, alt, and shift keys while Photoshop is starting, and clear your settings.

Hit the spacebar a couple of times.
If you’re lucky 🙂 the hand will disappear.
If you’re someone else, also.
