I am running Photoshop 6.0 on Windows XP … What is the best way to change the color of a line art image with alot of line detail? … I want to run a batch process that changes the .gif image using a hex value … Any help would be greatly appreciated!

Not really sure what you want to do, but could you add a solid colour layer, with "color" blend mode and then flatten the image?

If it’s true line-art (ie: black/white with no grays) you can add a fill layer with the color you need and change the blend mode to Lighten. The black areas will take on the color while the white stays white.
