I’m trying to create ASCII-like images made from text, but like a picture

Let me show you what I’m talking about. If you go to www.asciipicture.com , you can change a a regular picture to an picture-like ascii form

Is there a way to change a picture like that in photoshop?

Not easily. You could perhaps use one of the bitmap conversions to create halftone dots of a certain size, but then you would need to exchange those dots with similar intensity ascii characters. There are no quick tools in PS that I know of that could do that.
