Sounds like you would be better off using Illustrator, where you have fill / stroke.

In photoshop you have to make a selection of the area you want to fill.

Mark, near the bottom of the Tool Palette are two
small boxes, which by default are black and white
until you change them to something else. These
boxes indicate the foreground and background colors.
Anything you draw with the various drawing tools
(pencil, brush, etc.) will be drawn in the foreground
color. So set your desired foreground color *before*
you draw your shape.

Once a shape has been drawn, if you want to change
its color you need to select it using one of the various selection tools (marquee, magic wand, or whatever) and
then select Fill from the Edit menu and pick the
appropriate settings in the Fill box.

Mark,

make a selection of the area u want to color. Then choose the color. You can simply press "d" to get the default colors on the vertical toolbar on the left-hand side or select any color you want from the color palette. Then apply the color on your selection using paintbrush or Fill bucket tool.

If you are a first-time user of Photoshop, I recommend searching for tutorials on google and go through those. There are some really nice ones out there.

Cheers!

It’s hard to think of a best tutorial cause there are heaps of them on the net.. just do a google search for "photoshop tutorials".. you can see for yourself the one suits your level… or you can get a book called "Photoshop 7 for Dummies"… I found it quite good. If you use this book along with few online tutorials, as I’ve done, you can see the difference!! 🙂
