[CS] [W2K Pro] non-us fonts can not show correctly

hi all~

I’m using Photoshop and win2000 pro right now (Both english version). When I using some non-us font type(chinese), it can not show correctly that some words (not all words) may change to question marks.

for example :
"¥þ³¡°O¿ý"
will become :
"¥þ³¡??"

I am using "Traditional Chinese" as default language setting (Control Pane > General > Language settings for the system ), I found that if I change it into "Western Europe and United States" the problem will fix BUT…..

All other chinese programmes in my computer , chinese fonts will become unreadable language…..

My workmate are using Photoshop7 + W2k too (Both english version), and he also using "Traditional Chinese" as default language setting, but he have NO such problems on chinese fonts…..

Do anybody have idea on fixing it ?
or is it a bug of PS CS ?
