One thing you could do to get this effectt is select the object, inverse the selection, and apply a radial blur set to zoom and set all the way to 100.

Trevor Morris has a good tutorial for this: see <http://user.fundy.net/morris/redirect.html> and in the ‘Photoshop’ section, check out the "Ray of Light" tutorial.

You could also get something similar by using the Wind filter on some noise and then running Distort > Polar Coordinates > Rectangular to Polar.
