Is it possible to copy text from a Photoshop CS file, and put it into the clipboard, or paste it into an other application?

yes, as long as it’s on a text layer and not part of the image…

Select the text with your Type tool, press CTRL+C to Copy, go to the other program and press CTRL+V to Paste. If the other program is a graphics program, you may need to also select the Type tool first.

Double click on the text layer, Edit|Copy.

Are you sure it really is a separate text layer and that the text has not been rasterised?

A text layer will show a "T" icon, if it has been rasterised it won’t. You can copy the rasterised layer with the text as image pixels, but it is no longer editable.

Check your prefs. Make sure that the export clipboard preference is turned on.

Put your cursor in the type, use Ctrl-A, Ctrl-C, to select all and copy. The type will be in the clipboard if the type layer is active.

Jean, if you are still around. When you Ctrl A and then Ctrl C the text layer, and then copy into a new image, it will become rasterized. If you want to keep it as editable text, then do the above, except when you go to the new image or document, choose the text tool and draw out a text box, then Ctrl V to insert it there. The text will remain editable.
