Is it possible to change regular text to show as an outline, (Just like in MS Word)? If so, is it also possible to change the thickness of the border in the outline?

To get the path use the Type Mask Tool (hidden under the regular Type Tool).

Just use the layer stroke effect.

Uhm… will stroking the text make just an outline? The way I read the OP, is that the goal is to have just an outline of vector text. Maybe I just misread it.

You can always turn the fill to zero to get just the outline to show.

Type text as usual. Use the Stroke style, then, just reduce the fill of the text layer to get an outline.

The stroke effect will allow the text to remain editable while still being an outline. Using Stoke Path will not.
