well its called red eye and there are a few ways to do it but this one works well and it’s easy.
Make your image an editabl layer (double click image in layer palette) now select a new HUE/SATURATION adjustment layer (click icon 4th from left, bottom of layer palette)
select red in the HUE/SATURATION dialog box and reduce the SATURATION until it’s acceptable – somtimes you may also have to do the same with the MAGENTA
Now select BLACK as a foreground colour and fill the ADJUSTMENT LAYER with black (colour will return into image)
Now select WHITE as the foreground colour use a smal brush and paint over the red eye areas.
Finished
If required you can go back and change your HUE/SATURATION as required.
