Can’t Create A Shape Without A Fill!!!

I am simply trying to create a circle shape without the circle filled with the current color. However, everytime I try to create a circle that looks like an O, it is completely full. What am I doing wrong?!?!

If you are using the shape tool. Look at the options bar on the left. There are 3 icons there, the first is shape mask, the second is path and the third is raster. You want the middle one. Draw your shape, then stroke the path or turn it into a selection and stroke the selection or whatever.

I’m not sure of your Selection tool. If you have a circular or eliptical marquee then you have to fill the selected area yourself… usually….
Can you explain your "actions" and "tools" further ???

Another solution: use the shape tool in shape mask mode, add a stroke layer style, and lower the fill opacity to 0%

Fill Opacity is found on the layer palette.
