eye dropper puts color in background color, not foreground, why?

On my photoshop at home, when i hold the ALT down to get the eye dropper and select a color, it always wants to assign it to the foreground which is what i want. on the Photoshop i use at work, it only goes to the background. where is the setting to reverse this option?

Open your Color Palette.

Look at the icon of two small overlapping squares representing the foreground and background colors.

If my guess is correct, you’ll see the the square representing the BG color has a "focus frame" around it. Click on the square representing the FG color, and see the frame is now focused over it.

This should solve your problem.
