Hello 🙂

If I have a jpeg or whatever is there a way in photoshop to convert to vector.

In other words some kind of algorythm that analyses a graphic and sets up the vectors?

No. There is a new feature in Illustrator CS2 called live trace that can do some pretty amazing things.

If you want a path or a simple shape (not to convert a photo into multiple color vectors which, btw, is a bit of a pitfall if you dont know what you are doing):
