CS2 Copying in layers pallet (Layer via copy/cut)

WHY oh why did they take out these?
Does anyone know a work around besides Ctrl C/V ???
I used this all the time….now I cant select something and easly copy/cut it to a new layer with perfect placement.
Anyone know if there is a way to turn it on…am I missing something. If anyone from Adobe reads this…PLEASE put these options back in…please.

Cut via layer Shift + Control + J

Also they are still there under Layer>New…
