Layers Problem

I am using Photoshop Elements 2.0. I have a .psd file with 27 layers, but I cannot access any of the layers. When I open the file the top layer (number 27) is displayed but if I use the layers tab to change layers it indicates the new layer number, but the top layer remains displayed. Anybody help with this?

If I understand you correctly, the top layer is actually as large as or nearly as large as the image, and it is hiding the layers underneath. To see the layer you want to work on, turn off the visibility of the layers above it (click the eye icon in the left hand column of the layers palette).

I recently installed Elements on a G4. I did not notice it at first, but I do not have an active "Layers" menu or tab, hence I cannot use the layers features at all. Did I install it incorrectly? … is there a preference setting that disables them? … or do I have a bad disk?

Have you tried WINDOW>LAYERS … if not then that should bring up the layers palette.

Go to the top menu ‘Windows’. In the drop down you should see ‘Layers’. Click on it to make the palette visible.
