Is there a way to just lighten a specific area in a photo intead of brighten the whole thing?

Use your marquee tool Select the area you want to adjust. Set your feathering to an amount that blends the adjustment, (you’ll have to experiment with this. Now, make your adjustment.

Another approach would be to copy the image to a new layer then make your adjustment to the background layer, now with your eraser tool set to about a 50% opacity you can brush in the adjustment.

A third way is to do a levels or curves layer mask…..

You might also try adding an adjustment layer (the yin/yang icon in layers tab) adjustment layer >levels > then paint black onto the adjust layer mask thumbnail where you don’t want the changes.

There is a Photoshop plug-in called PhotoKit which does exactly that. I do not use many plug-ins but PhotoKit is an excellent must have program.
