I have a .jpg image with a company logo and some text. I would like to convert it to a vector graphics image (is this the right way of putting it?). Is this possible in Photoshop CS2?

Can I do this using any other program?

You can try CS Illustrator :Trace: depending on your image, it does a decent job. You may have to clean of the nodes.
